The request
Under the Freedom of Information Act 2000, I request the recorded information set out below. It concerns the decision, notified on or about 24 June 2026, to clarify the published consultation information and to extend both consultation periods to 19 August 2026.
This request does not duplicate FOI-208440-2026 or my internal review request of 31 May 2026, both of which concern material predating the consultation launch. Most items below are single identified documents. Please treat each numbered item as severable, answer those that can be met within the cost limit, and advise under section 16 on any that cannot, consistent with my letter of 28 April 2026 asking that the cost limit be applied to each request separately.
1. A copy of the message sent on or about 24 June 2026 notifying recipients that the Council had decided to clarify some of the consultation information and to extend both consultation periods to 19 August 2026.
2. The record of that decision, including the date it was taken, the officer or member who took it, and the delegated authority relied on. If it was recorded as an officer decision, please provide the decision notice.
3. Any briefing note, submission, options paper, recommendation or written advice on which that decision was based.
4. Any analysis of consultation responses received before that decision was taken, for either or both homes, including any tabulation, summary or report of responses by preferred option.
5. For each home, the number of consultation responses received as at 24 June 2026, and the number expressing a preference for each of the options.
6. For each home, each version of the consultation document and of the online survey published since 14 May 2026, together with the date each version was published and, where applicable, withdrawn.
7. Any record of how respondents who had already submitted a response were notified of the change, and of the mechanism by which they could submit a further response or replace an existing one, together with the number who have done so.
8. Please confirm whether legal advice was sought before the decision was taken and, if so, on what date. I am not at this stage requesting the content of any such advice.
9. The consultation information as amended states that refurbishment would require a home to close for an estimated 12 to 24 months, and that a rebuild would require residents to move for two to four years. Please provide the recorded information from which those periods are derived, including any programme, schedule, professional advice or comparable scheme relied on.
Where the Council holds no information falling within any item, please say so explicitly rather than remaining silent on it.
